Vince and Jules were both made from "Agent Jones" from the 2006 line of Ninja Turtles figures.  Since the base figure came dressed in a black suit with long trench coat, all I needed to do is cut the coat down to size and use my Magic Sculpt putty to form their hair.  I dug around my " Box-O -Accessories" and found a set of pistols and a brief case to complete the set.
