Okay lets get started. First you're going to need a Ned Flanders figure. With your Dremel tool, on the lowest setting, carve away Ned's mustache and upper lip.(Fig.A) Be carful not take too much off. Use a referrance guide to help. I used the "Complete Simpsons Guide Book".

With your knife, carfully carve down Ned's side burns, to just below the top of his ear.(Fig.B)

Troy's hair is very much like Ned's, so not much has to be done. Just carve down a "part" in the right side of Ned's hair.(Fig.C)

Now back to the Dremel, and very carfully remove Ned's neck tie. Be sure not to remove any of his collar, you're going to need that for Troy.(Fig.D)

Now get ready for the real fun stuff! Mixng the Milliput. Before you start this part, make sure you have your sculpting tools and a small cup of water ready. **NOTE** remember that Millput has a short work time, about 10 minutes, before it starts to get hard. So only mix what you are going to use. Mix equal parts of both sides of the putty until it's one color.(Fig.E)

Place just enough putty on the figure to sculpt his tie. The putty will be a little "tacky", so use a drop of water to smooth it out. (Fig.F-G)

Taking a liitle more putty, role some into a long string, and place it on your figure in a "V" shape around his neck. This will make the collar to Troy's sweater.(Fig.H-I)

To make Troy's trademark smile, place a wad of putty into his mouth. With your sculpting tool and a drop of water, smooth out the putty. (Fig-J)

While the putty is still soft, carve lines for his teeth. Make sure they are evenly spaced, otherwise his smile will be off.

Now it's time for a nose job. With a little putty extend the bridge of his nose up between his eyes. Again use your referrence pictures for Troy's nose shape.(Fig.K)

Troy's eyes are your next step. Place Putty above and below both eyes. Make sure his eye lids curve down, so to give Troy a "squinty" expression. Use some water to help smooth out the putty.(fig.L)

Now you can take a little brake. You need to wait until the putty fully dries before you can move onto the next step, about 2-3 hours. I suggest playing a video geame or going outside and tormenting the neighborhood kids.

Once the putty is dry, do some little sanding to get a smooth surface.(Fig.M)

Now is the fun part! PAINTING! I had to make a special mix for the color of Troy's Hair. Beside that, I was able to buy all the other colors needed. I first painted his sweater white. I did this because painting pink onto the already dark green plastic, would prove to be differcult and a waste of paint. A few layers of paint were needed to get a nice smooth surface. I then sprayed the whole figure with a dull coat spray to take down the glare of my paint and seal the figure.(Fig.N)

For his cigar prop, I used the end of Ned's spatula. I simply cut it down to the right size and painted the end white and red. After painting the figure I found that moving his arms and head were making the paint rub off, so I recommend either glueing them in place or telling your friends not the tounch your master piece!
