Punisher was made from, of all things, a new style He-man figure. After removing He-Man's armor I used my Dremel to remove the detail in his fur style boots and my Xacto knife to remove his bracelets and furry underwear. I used Milliput putty to smooth out the carved areas. The base figure already had a headband and belt. All I needed to do now was paint. I used some real leather straps for his holster and a removable pistol for added detail.
